What products would you say are the most harmful to locs?

The products that are most harmful to loocs are products that contain wax (bees wax), products with heavy/thick creams, leave in conditioner or black/brown gel.

Does perm have to be cut off before starting locs and if so, why?

Perm doesn't necessarily need to be cut off when starting locs but it would be best to cut it or allow it to grow out prior to starting locs. I've personally started locs on a fully permed head of hair for a client & it does take alot longer than usual to start budding & fully lock.
